U.S. Should Close Prison in Cuba, U.N. Panel Says

	What legitimate role does the U.N. have in influencing U.S. war policies?   xx The United Nation's Committee Against Torture "monitors the compliance with the Convention Against Torture, the main international treaty that band such conduct." xx xx

	How has the U.N. made the case that the U.S. is in violation of international law in its practices with prisoners at Guantnamo Bay, Cuba?   Other practices it denounced included interrogation techniques of "sexual humiliation and "water boarding" a form of simulated drowned reportedly used by the CIA." The committee also denounced the U.S. practice of "refusing to register the so-called high value terrorism suspects it holds overseas or make them accessible to the International Committee of the Red Cross." Claims that the U.S. has been involved in torture/abuse of prisoners, the secret detention of prisons, incommunicado detention of prisoners overseas, and secret transfer of prisons. UN committee concluded that the CIA's "widely reported practice of holding detainees in secret prisons abroad constitutes a clear violation of the convention."

	What arguments has the Bush Administration used to justify the detention and treatment of terrorist suspects at Guantnamo Bay, Cuba?   Administration officials....criticized the committee's evaluation as flawed and superficial. The administration argued that some of its policies were "defensible under laws of armed conflict." The Bush administration, in its response to the UN panel noted that "although abuses had taken place, those who committed them were consistently punished.
