Your book wisely advises to cut "is when" and "is where," but these constructions may be used correctly to indicate a precise time ("is when...") or place ("is where...). For example: Five o'clock is when I close the shop. Halloween is when spooks fly high and goblins dance. The top of the Empire State Building is where we got engaged. Oberlin is where I went to college.
