Given the definition of war provided on p. 198, name two current international situations that clearly fit the definition of war and two that are ambiguous "quasiwars" (almost but not quite fitting the definition). Which do you think are more serious, the wars or the quasi-wars? Do they involve different types of actors? Different kinds of conflicts? Different capabilities?
