      B. Read the following paragraph from a college history textbook. Then answer the questions that follow it.

Similarities Between Ford and Carter

1Both President Ford and President Carter were men of decency and integrity, but neither earned a reputation as a strong, dynamic leader. 2Although many Americans admired each man's honesty and sincerity, neither had the full confidence of the American people. 3Moreover, neither leader had a clear sense of direction. 4Both Ford and Carter seemed to waffle on major issues of public policy. 5As a result, both became thought of as unsure, indecisive presidents. 6For example, Ford began his term by urging tax increases, but later he called for a large tax cut. 7Similarly, early on, Carter spoke of cutting military spending. 8However, by the end of his term, he had come to support the idea of increasing defense spending.
