Abatement of water pollution in the United States (like that of air pollution) has been largely a success story. It also is one of the longest running (its legislative origins go back to the turn of the century). Until the 1970s, most legislation addressed public health issues and included provisions for helping communities build treatment plants (specifically, for water and sewage). With passage of the Water Pollution Control Act in 1972 (later called the Clean Water Act), the federal government turned its attention to cleaning up the nation's waterways (they had become badly polluted from industrial effluents and inadequately treated sewage).
